Default Resin 4.0: How to disable auto restart on Jar changes

We recently upgraded to resin 4.0. Overall we are in good shape except for couple of issues.

1. Every time a jar with change is pushed to the classpath folder, resin automatically restarts. This causes a problem for us because, all of our servers get restarted at the same time since we have a script which pushes the jar to all servers.
I have removed jvm-classpath and have put classpath in the env variable. didn't help.
I have tried adding redeploy-mode set to manual in web-app and in host configurations. didn't help.
We have a bunch of jar files with a servlet implementation. All the jars are in classpath and we point the servlet configuration to one of the classes.

Also is there a way to execute a shell script when the resin automatically shutsdown and restarts? We would like to take the server out of rotation from the load balancer until it comes back up.

Here is my host configuration. I have generalized the names for privacy.
