Default Poor PHP performance on Google App Engine

Hello.

We are evaluating Quercus on GAE and out-of-the-box performance is not so good. Loading request takes 10s or more for even the simplest PHPs (Hello world style). Is there a solution to this problem? I guess too much initialization is happening at startup, while Google advices lazy initialization.
The second problem might be, that PHP code is interpreted. Theoretically the PHP code could be precompiled before it's being deployed to GAE, but there are two problems with this issue:
1. How to do it? I was not being able to find anything to cover this issue.
2. What kind of license should one have, to be legally able to run precompiled PHP on GAE?
