I am trying to follow the instructions in various places that explain how to compile mod_caucho for resin 4.0.1, which I'm using on Ubuntu 8 with Apache 2.2.8.

If this should be possible, I guess what I'm having trouble with is determining the correct Apache directory to pass to ./configure - it keeps reporting configure: error: Can't find Apache include directory
with everything I've tried so far, which I've been passing in like
./configure --with-apache=/usr/share/apache2
Do I need to install an Apache source code package?

Try using the --with-apxs option. You'll need to figure out where your apxs executable is, but this is usually the best way to configure Apache. BTW, unless you have a specific use case, you may not need to use Apache at all, which is the easiest option. :-)
